CAMPUS COMPACT

1996-97 Agreement for Affiliation Between Campus Compact and State Compacts

Campus Compact: The Project for Public Community Service is a national coalition of college and university presidents who believe that institutions of higher education have a primary responsibility and to contribute to the welfare of their communities. State compacts are affiliate offices of the national Compact that work to cultivate discourse and support for public and community service; develop resource materials, grant programs, workshops and institutes.

State compacts are chaired by a member president. Each state compact pays an annual affiliation fee and agrees to meet the expectations outlined below. In return, the national Compact will provide technical assistance, information, and resources. Campus Compact is a project of the Education Commission of the States.

Membership in State and National Compacts
In states where state compacts have been established, institutions wishing to join the Compact must do so through the state compact.

National Campus Compact Programs
Presidents who are members of state compacts are considered members of the national Campus Compact. As such, they commit themselves to the Membership Expectations of the national Compact and are eligible to participate in the national Compact's programs and grand competitions as appropriate. These programs include

bullet* meetings and institutes for faculty, staff, and presidents

* grant programs

* resource materials (newsletter, resource sheets, members' survey, program manuals, other publications) and technical assistance

* special projects such as the Project on Integrating Service and Academic Study, with all of their institutes, grant programs, and resources

* updates on funding sources

* support for work with policy makers

* national media campaign

* conferences and technical support for community colleges through the Campus Compact Center for Community Colleges

* conferences and technical support for Historically Black Colleges and Universities (HBCUs) through the HBCU network

* other programs such as the Howard R. Swearer Student Humanitarian Award, and Thomas Ehrich Faculty Award.

State Compact Programs
Each state compact agrees to: (1) promote service learning at member institutions (2) assist faculty and students in building strong community service nationally include the following:

bullet* Providing information and technical assistance to member institution through written information, meetings, and workshops for students, staff, faculty and presidents.

* Supporting efforts to develop state policy that encourages student public service

* Increasing public awareness and recognition of the value of student community service and service learning

* Encouraging member campuses to explore ways to engage faculty to work with students and to examine strategies that create a stronger link between service and the curriculum

* Strengthening the connection between campuses and the community.

National Compact Support of State Compact Affiliates
The national Campus Compact will provide initial and ongoing support of state compact initiatives through several avenues.

In Development

bullet* Consultations: phone, written, or in-person through attendance at one or more meeting in state

* Assistance in defining and implementing organizational priorities, and in brainstorming and developing programs

* Assistance with developing fundraising strategy and targets; proposal review; approaching potential funders in appropriate

* Invitation to meeting of state compact directors

* Review of staffing descriptions, assistance with posting jobs

* Access of ECS's national network of educators, policy makers, events and resources.



Ongoing Support

bullet* Coordination and communication among state compacts and technical assistance centers through regular communications, a computer network, and two meetings per year of all compact and center directors for information exchange, planning, coordination, training

* Assistance with programming (i.e., serving as panelists for state compact meetings and advising on speakers, format, topics; publicizing state compact events and programs)

* Information on collegiate public service efforts through access to the national Compact's program information clearinghouse, library and lists of campuses and contacts

* Network of other organizations working on community service and higher education issues

* Funding updates

* Support with media efforts

* Consultation and advocacy on relevant state and federal policy

* Opportunities to influence federal policy development and local and national media through the national Compact's media and legislative efforts

* Services of the Campus Compact Center for Community Colleges and HBCU Network to help recruit and support members

* Assistance with staff search and training, if requested by state

* All support listed under "In Development," as relevant

Information and Resources
The national Compact will provide several types of information for state compacts to disseminate to their member campuses:

bullet* Information regarding federal legislation, state legislation and university policies concerning community service

* Campus Compact publications, including the newsletter, resource and training manuals, literature on public service and copies of existing resources

* Research conducted by Campus Compact, including reports on the status of campus public service activities and updates on survey results documenting public service activity at schools and national trends.



Coordination of Efforts Between State Compacts and National Office
The national office and affiliate offices will share the responsibility for coordinating the exchange of information and ideas among the various offices through regular communications, newsletter exchanges, annual reports and semiannual meetings of directors of affiliate offices. Types of information to be shred in order to coordinate efforts: fundraising prospects, strategies, and proposals; program development ideas; short-term and long-term planning.

State Compact Accountability and Responsibilities


1. Name of State Compact. The state compact will use "Campus Compact: in conjunction with the state's name (e.g., Ohio Campus Compact, Pennsylvania Campus Compact) in order to establish a clear and separate identity for each state compact. This full name should appear on all communications of that office to distinguish its operations from those of the national office.

2. Campus Liaisons. The state compact office will request from each member president the following five liaisons to work with and receive mailings from the state and national offices:

President's Staff Contact

bullet* provides access to the college or university president or chancellor

* works closely with the president or chancellor to implement programs and policies aimed at increasing the number of students and the quality of student involvement in community service

* maintains contact with all university staff promoting student public service activities and distributes all resource materials from the state compact office to the appropriate campus offices

* helps the president respond to the state compact's requests for information or support

* participates in national and state compact institutes and other events as appropriate.

Community Service Program Contact

bullet* has primary responsibility for working directly with students, staff, faculty and community service agency representatives on community service programming

* regularly sends information related to campus public service activities to the state compact

* participates in national and state compact institutes and other events as appropriate

* prepares material fro school's annual report to national and/or state compacts

* participates in state and national Compact grant programs.

Faculty Service Learning Contact

bullet* Serves as liaison to faculty involved in decision-making regarding service learning and the curriculum

* provides the Compact with information regarding the institutionalization of service learning in the curriculum: sample course syllabi, faculty development opportunities and research on the effects of service learning on academic development, tenure and promotion policies.

Government Relations Contact

bullet* follows state and national policy related to service in higher education

* serves as advocate for college and Campus Compact higher education policy that affects higher education (e.g., national service, work-study).

Press Contact

bullet* works with campus, local, and national media to profile student, staff, faculty and alumni public service activities

* covers national, state and local public service efforts

* sends articles, photographs and videos on student community service to the state compact for its clearinghouse.

Addresses and telephone, fax and e-mail numbers will be submitted with the names of these contacts; contacts for new members or changes in contact names will be submitted to the national Compact within 30 days of their receipt at the state compact office.

3. Support of National Compact Programming. State compact directors will be responsible for publicizing and recruiting for programs of the national Compact as appropriate (institutes, grant programs, publications, Campus Partners in Learning, Service and Academic Study, annual survey, etc.).

4. Annual Report. The state compact office will submit an annual report assessing the impact the state compact has made in increasing student involvement in public service activities, on June 30 of each year.

5. Semiannual Directors' Meeting. It is expected that state compact directors will make every effort to attend the meetings of all state compact directors twice each year.

Affiliation Fee
State compacts will submit an affiliation fee to the national Campus Compact each year based on the number of presidents considered members of the state compact and the size of their institutions. The fee schedule below was determined by the Executive Committee of Campus Compact and is subject to change on an annual basis.

Each fiscal year, the state compact will submit a list of member schools, their respective full-time enrollment figures, and the appropriate affiliation fee to the national Campus Compact. Options for fee payments are a) full payment on October 1 or b) half payments on October 1 and April 1. The April payment will reflect any members joining between the October and April payments. Payment will be made out to the Education Commission of the States and submitted to Campus Compact, Box 1975, Brown University, Providence, RI 02912.

Campus Compact will receive payment for each institution considered a member of a state compact and receiving benefits of the national Compact regardless of whether that institution has paid the appropriate membership fee to the state compact. Membership fees for individual state compacts vary and are determined by the executive board of each state compact; these are distinct from fees assessed by the national Compact for state compact affiliation.

Fees for New State Compacts
State compacts often form in the middle of the Compact's membership year. The following policy attempts to fairly and clearly pro rate affiliation fees for that initial year, keeping in mind two objectives: allowing the national compact to honor budget commitments and assisting state compacts with their start up expenses.

Reconciling affiliation fees with membership dues already collected: Affiliation fees are due to the national Compact upon formation of a state compact. If the total amount of affiliation fees to be submitted upon formation is greater than the total membership fees previously collected by the national Compact from schools in that state, the national Compact will refund to the state the difference between those membership fees and the affiliation fees due for those schools; the state will then forward only the affiliation fees due for new members. If the total amount of affiliation fees is less than the membership dues already collected from schools in that state, no refund will be given.


Pro-rating of fees: If an affiliation agreement is signed between July 1 and December 31, affiliation fees are due for the full year. If an agreement is signed between January 1 and June 30, half the year's affiliation fees are due.

Upon formal affiliation, state compacts will be responsible for collecting fees from members in their states and submitting proper affiliation fees to the national office on their behalf. The national office will forward all membership inquiries to those state offices.
